Economy Overview
Although the economy still relies heavily on agriculture (the mainexports are bananas, coconuts and cocoa), tourism is an increasingly importantsource of income, and the pursuit of a more diverse economic base has continuedapace during the 1990s. Manufacturing has also been a part of thisdiversification. The establishment of tax-free and duty-free export processingzones and the successful attraction of foreign investment has produced athriving light industrial sector producing plastic, textiles, and industrialgases and assembling electronic components. The industrial developmentprogramme has gradually reduced the economy's dependence on agriculture, andthe construction sector has contributed to steady growth for most of the 1990s.The decline of banana exports has lately been a particular cause of concern(especially in the wake of the adverse World Trade Organisation ruling onpreferential Caribbean access to traditional European markets) and is largelyheld to account for the contraction by 1% of St Lucia's economy in both 1997and 1998. The Government is focusing its efforts on further diversification andthe privatisation of state-owned enterprises. St Lucia is a member of theregional trading bloc, CARICOM, and the region's principal politicalco-operation grouping, the Organisation of East Caribbean States. The USA andthe UK are the main trading partners, the USA for imports and the UK forexports.   
Government
Under the independence constitution, the head of state is the British monarch,represented by a Governor General. Legislation is the responsibility of the17-member House of Assembly, which is directly elected by universal adultsuffrage for a five-year term, and the 11-member Senate, composed of appointeesof the prime minister (six nominations), the leader of the main oppositionparty (three nominations) and the Governor General (two nominations).
