This can be attributed in part to an improvement in the level of education, and attempts by the local private sector to adjust to growing demands for services in a global economy. Government has recognised this trend, and is resolved to removing unnecessary inhibitors to private sector investment, and to establishing an enabling environment that will contribute towards the success of all ventures for which Dominica has a competitive advantage.

Government has chosen a path for economic development from the point of view of sustainability, and to create opportunities for jobs and export earnings for the greater purpose of improving the well-being of all Dominicans and residents of the Commonwealth of Dominica. In these regards, Government recognises the private sector as an important partner in the process. To give support to business start-up and development, a number of fiscal and other concessions are being offered. These include generous tax holidays, import duty and tax waivers, and streamlined processes for issuing of licences and permits.
