Economic Citizenship Program of St Kitts & Nevis

St. Kitts and Nevis is an English speaking state in the Caribbean and is a member of the British Commonwealth. The Federation is a part of the Leeward Islands group lying about 200 miles southeast of Puerto Rico and to the north of the Windward group. It is a beautiful country considered to be a tax haven by the tax professionals worldwide. The 1983 Constitution provides St. Kitts and Nevis with a Parliament headed officially by Queen Elizabeth II, who is represented there by a governor-general. The House of Assembly has 14 members.

St. Kitts and Nevis is a beneficiary of the Caribbean Basin Initiative, CARIBCAN, and Lom@ agreements qualifying it for trade concessions with the United States, Canada, and the European Union. The Federation is also a member of GATT and WTO.

Citizenship of St. Kitts and Nevis is governed by Chapter VI I I (Sections 90-95) of the Constitution of St. Kitts and Nevis.

In 1984 in pursuance of section 920(h) Parliament prescribed such other persons who would be entitled upon making application to be registered as citizen. Accordingly, section 3(5) of the Saint Christopher and Nevis Citizenship Act, 1984 (No. I of 1984) provides as follows.

(5) Subject to subsections (8) and (9) of this section, a person is entitled, upon making application under this subsection to the Minister in the prescribed manner and upon payment of a fee that may be prescribed to be registered as a citizen of St. Christopher and Nevis."

C I T I Z E N S H I P    B Y    I N V E S T M E N T

Foreign individuals can obtain citizenship under sub-section (5) of Section 3 of the Citizenship Act 1984 which stipulates that a person is entitled, upon making application to the Minister in the prescribed manner and upon payment of any fee that may be prescribed, to be registered as a citizen of the Federation without any rights of voting save under and in accordance with the provisions of any law governing the qualification of voters, if Cabinet is satisfied that such person has invested substantially in the Federation.

M I N I M U M    I N V E S T M E N T

The minimum investment requirement may be satisfied in any of the following ways -

  1. a minimum of the equivalent in XCD of USD 200,000 in 10-year Treasury Bonds issued and guaranteed by the Federation; or
  2. a minimum of the equivalent in XCD of USD 250,000 in an investment project approved after March 1996; or
  3. a minimum of the equivalent in XCD of USD 150,000 in a real estate development approved before March 1996.
Treasury Bonds are issued at their nominal or par value and no interest is paid on them.

R E G I S T R A T I O N    F E E S
The registration fees currently in force are the XCD equivalents of -
  1. USD 35,000 for head of household (male or female);
  2. USD 15,000 for spouse;
  3. USD 15,000 for each child under 18 years of age; and
  4. USD 35,000 for each adult family member or other adult.
Each citizenship certificate of registration is USD 47 and the cost for each passport is USD 13.

The appropriate citizenship registration fees must be paid to Government at the time of making the application. Funds for the payment of the required investment must be deposited by the applicant with a bank in St. Kitts. If the application is accepted, then the bank will be requested to release the funds to pay for the required investment. If the application is not accepted, the fees paid to the Government and the funds for the payment of the required investment will be returned to the unsuccessful applicant.

All monies payable to Government will be paid into an escrow account designated by the Government pending approval of each application.

D O C U M E N T    R E Q U I R E D
  1. One original and two copies of the "Application for citizenship" form.
  2. A photocopy of the travel documents such as passports or identity cards for all those applying for the citizenship.
  3. Birth certificates of ALL those applying for citizenship. Each birth certificate should clearly show the child's name, parents name, place and date of birth. Birth certificates of those under 18 years mist be issued and sealed by the proper authorities along with the proper English translation (if necessary). Birth certificates with unnamed children must be substantiated with other documentary evidence.
  4. If the spouse is also applying for a citizenship, Marriage certificate duly signed and sealed by the proper authority.
  5. Copies of divorce or death certificate and the custody certificate of any children from previous marriage, if applicable.
  6. Medical certificates from a medical doctor confirming that the applicants are free of all infectious diseases including AIDS.
  7. Certificate of NO criminal record from the competent local or government policing authority for ALL applicants.

ALL PHOTOCOPIES OF ANY DOCUMENTS SUBMITTED MUST BE NOTARIZED AND PROPERLY CERTIFIED

I N F O R M A T I O N    T O    F I L L    A P P L I C A T I O N    F O R M
The following are some points to be remember while submitting an application form :-
  1. "Application for Citizenship" form should be completed by EACH applicant over eighteen (18) years and submitted along with the documents
  2. The "Application for a Passport" form 'A' should be completed by EACH applicant over sixteen (16) years of age. Every applicant should place his/her specimen signature
  3. The "Application for a Passport" form 'B' should be used for children under sixteen (16) years of age.
  4. One (1) passport photograph MUST be endorsed on the reverse side by the recommender. (if the recommender is not residing in the Federation then he/she must stamp or seal after the signature. If there is no seal a affidavit must be sworn before a notary public confirming his/her position and identity.
  5. The applicant must NOT write on the back of the "Application for a Passport" form 'A'
